Abstract | In many countries the issues of urban renewal have become increasingly more critical. Policymakers have cast about for new policies and strategies and have allocated more of their country's housing resources for renewal activities. Government programs have become sophisticated in respond to the failure of past initiatives, in recognition of the growing complexities of the problems, and in light of economic restraints. This research is to analyze policies and institutional aspects of urban housing renewal program in Seoul, etc, also to evaluate policy effectiveness and impacts caused by the program. The research rests on the qualitative information gathered through interviews, observation, and discussions, along with the reliance on a lot of secondary information. In Seoul where the speed of change is so fast and dynamic, redevelopment and reconstruction by demolition has been most effective way of overcoming housing problems and raising housing standards. Government has launched active housing renewal program to support housing supply and improve living condition. The main policy measures were deregulation of land use standard and cooperative method by private initiative development. Through this program, renewal projects have been taken place in Seoul over the last decade. The result of evaluation are shown that current renewal program in Seoul has conflicting consequences. The renewal program has achieved many positive changes. It is certain that the program certainly has contributed to improve living condition of slum area and to establish housing supply, efficient land use, etc. However, negative impacts such as waste of housing resource and lack of infrastructure have been emerged in the adjacent area. Despite of the many achievements of renewal program, negative impacts caused by the program have been undermined effectiveness of renewal program. In the meanwhile, considering Seoul situation, author indicates that deregulation of government is not only way to solve urban problems. On the contrary, Seoul renewal case implies that social regulations such as land use standard should be kept. Author suggests following policy recommendations to ensure better quality of life and sustainable urban development: (1) Establish appropriate renewal standard (2) Prevent housing resource (3) Facilitate rehabilitation method (4) Increase government financial support in renewal program (5) Combine complex acts (6) Introduce comprehensive approach, etc. |
