AbstractThe study is aimed to find out the trend of the level and ranking of official development assistance (ODA) in urban environmental management (UEM) vis-a-vis in other development sectors (e.g. finance, insurance and economic development; energy and power supply; transportation and communication; etc.) in two decades period. It also explored the major determinants that influence this level of UEM-ODA ranking. During the year 1980-2000, Urban Environmental Management sector received the value of ODA in the fourth ranking. While Financial, Insurance and Economic development sector, Energy and Power Supply sector and Transportation and Communications received ODA as the first, second and third ranking respectively. The trend of UEM in ODA were stable-low during the year 1980-1992. Fortunately, it started to be increased in 1993. This is due to the creation of Agenda 21 in 1992 and the new comers of international agencies that stimulate the movement of environmental awareness and perception as well as in Thailand, the natural resources and environmental management had just seriously been concern in the sixth, seventh and eighth NESDP. The new 'Enhancement and Conservation of National Environmental Quality Act' in 1992 also influenced this matter. The major determinants explored the trend of UEM-ODA are the prioritization mismatch of UEM-ODA projects between international agencies and local government units; the lack of the resources and capacities of the recipient governments; the limited resources of the providing agencies; the lack of inter-agency cooperation; and the framework of the conditionality. Thus, to improve and promote greater and/or more appropriate ODA project assistance for UEM local projects in Thailand, there should be an establishment of the central institutions to deal directly to the ODA statistic record keeping and to improve the database in terms of clarification and updating the data. Partnership among the main actors in UEM-ODA projects should be encouraged and established. Peoples' participation together with private sectors and NGOs is urgently required. Through training process, Thailand could exist with an adequate expertise and consultants or trained manpower to plan and execute projects effectively. There must be proper education and training programs for developing the indigenous skilled manpower in the national and local level.
