Abstract | Hat Yai Municipality is one of the most rapid growing regional urban centers in
Thailand. Coming along with this are a number of environmental problems, of which
flooding is the most critical one. To solve this problem, the municipality's efforts are
mainly put on economic and technical feasibility, while social dimension seems to be of
less concern.
The bypass channel is a major anti-flood project purposed for conveying runoff
from the urban area so as to decrease the potential hazard of flood. Unfortunately, in the
phase of land acquisition, the project has met an impasse and conflict as being opposed by
the rural affected people since the outset of its implementation. Lengthy impasse has been
recognized as likely to lead to rising vulnerability. Urgent solution for the impasse is
determined as a necessity.
The study has found that the critical causes of the impasse and conflict of
implementation of the bypass channel project are mainly relevant to three issues, namely:
culture of non-participatory government bureaucracy; fragmentation of government bodies
and interrelatedness of implementation and different world-views.
Up on these key problems, three feasible resolutions are recommended, namely:
integrating operational bodies; sensitizing government officials on different world-view of
rural people and participatory Approach. |
