Abstract | According to the agreement between Thai Government and IMF, the State-Owned Enterprises were planned to privatize by the year 2006. EGAT, one of the State-Owned Enterprises, was planned by the National Energy Policy Office to privatize completely in the same period. Moreover, the global trend of Electricity Supply Industry (ESI) reform also forced Thai ESI to reform too. Therefore, there are pressures on the EGAT to give autonomy to become a state ownd company rather than under the control of the government in f01m of State-Owned Enterprise. Privatization in energy sector is increasingly encouraging the participation of the private investors in the development of power projects. Privatized enterprise will introduce competition, improve efficiency and service quality, including pricing, and ultimately the end-user will be benefited. Furthermore, privatization expands the economy. This paper deals with technological capability building and financial restructuring of EGAT in the process of privatization. Technological capabilities of an organization are increasingly being regarded as the key source from which sustainable competitive advantage can be emerged. Hence emphasis is being laid on the assessment of the technological capabilities of a firm and their potential for offering competitive advantage to the firm that can be sustained over the years. In this research study, the technological capability assessment of EGAT has been done for assessing the potential of EGAT in privatization. The results of assessment can provide useful insights into the competitive advantages/ disadvantages of EGAT's capabilities. After that, the technological capability building process requirements are outlined in conclusion. Financial analysis is an important instrument for measuring the organizational performances in specific areas of an organization. This research study also assesses the EGAT's past performances by analyzing the past financial data of EGAT. The results of analysis together with financial benchmarking can provide relative operational efficiency of EGAT comparing to its competitors. The appropriate corporatization and privatization structures and the appropriate power plant technology for future privatization for EGAT are provided in the conclusion as well as recommendations for Thai Government and EGAT for smooth privatization has proposed. |
