AbstractThis study focused on the small and medium scale agro-industries in Phnom Penh, Cambodia, to identify their status in terms of development, problems, constraints, and potentials. It was aimed to develop strategies to promote the development of these industries. The overview of agro-industries in developing countries has been given. Problems, constraints, and potentials of agro-industries in Cambodia were reviewed from the available literatures. To achieve the research objectives, both primary and secondary data were gathered and analyzed. Personal interviews with entrepreneurs and government officials were carried out using structured questionnaires and the researcher's own expenences. Most agro-industry enterprises in the study area were found to employ less than 100 employees. All agro-industry enterprises are private except rubber and sea food processing industries which were owned by the government. Private micro, small, and medium agro-industries produce products for domestic consumption only. The majority of capital for establishment and operation of these industries come from the entrepreneurs themselves and their relatives. Government support and extension services are limited. Cambodia has a big potential for the development of agro-industries, but there are some problems and constraints that hinder the development of agro-industries such as poor infrastructures, competition from substitute import product, low quality of domestic products, lack of useful information on domestic and foreign markets, shortage of working capital, high cost and limited availability of energy, high "informal" taxes, and low level of education and technical skills. Finally, strategies for the development of agro-industries were developed to improve the competence of domestic enterprises and improve quality of domestic products for export. Some general recommendations for the development of agro-industries in study area have been given.
