AbstractResearch and Development organizations are recognized as knowledge-based organization and public Research and Development organizations are not exceptional. The characteristics of the organizations are unlike other organizations. Research and Development works requiryd high investment but the return and output are unpredictable. Most Research and Development activities are managed in term of probabilities. People are highly educated, creative and innovative. Intangible asset is a core component of organization in creating wealth. Accordingly, organizations have realized the need of management practice in managing their intangible asset. Intellectual Capital is a te1m used to identify intangible assets of the organization: human capital, relational capital and, structural capital. The concepts and definitions of Intellectual Capital have been widely discussed; nevertheless, practical approaches are rarely indicated. Intellectual Capital Management has become the latest issue for the knowledge-based organizations in gaining competitiveness. It encompasses wide range of activities to manage intangible assets and convert it to value. Current practices of Intellectual Capital Management in some companies are found to be a success. Indeed, organizations are motivated to measure their Intellectual Capital to assist with competitive benchmarking exercise. This research study addresses the issue of intellectual capital management framework in public research and development organizations. Based on the extensive literature review, the theories and practices are comprehensively discussed. The characteristics of Research and Development organization are described in order to clarify its roles and managerial features. Experiences from Korean public Research and Development Institutions: KJST and ETRI are explored for analyzing current approaches in managing intangible asset. Further extension provides Korean Science and Technology evolution to observe the rationale of government Research and Development organization. A conceptual framework for Intellectual Capital Management is presented based on the key issues regarding Intellectual Capital management approach in public Research and Development organizations. Many elements are considered necessaiy in bringing Intellectual Capital Management into organization practices. Moreover, managerial action should comply with existing management schemes, mainly in Human Resource Management, Organization Management and Collaborative Management.
