Abstract | In 2000, China approved 21,001 new enterprises with a contractual foreign input of US$51.3 billion and with a realized foreign input of US$45.26 billion. China is now the largest host of FDI among the developing countries and the second largest in the world, next to the United States of America. A regional breakdown of inward FDI, however, reveals an important characteristic of FDI in China and apparently it is concentrated in the Eastern region. Although inward FDI has grown in the inland provinces, the proportion of FDI in Central and Western regions of the country relative to the national total has increased only slightly over time. The study will focuses on investigation of the reasons why FDI has not been attracted into Western region of China. An assessment of current issues, especially the FDI relevant conditions and problems of Yunnan province, locating in the southwestern part of China, is presented. An in-depth survey of typical FIEs in Yunnan Province is performed. Successful FDI promotion efforts along with FDI potential and the prospects of Yunnan province are identified. This study indicates that Yunnan would become an impo1tant economic player in China and relatively valuable destination for further FDI inflows into the Western region because of favorable macro conditions and the investment incentives available for FIEs. This is conducive for the further industrialization of the province. On the other hand, the study has found some bottlenecks as well, which might constrain Yunnan's further FDI attraction. These include weak infrastructure as well as a poor human resource base. The recommendations therefore very much focus on these two issues. |
