AbstractMost organizations, both public and private, find it necessary to have some mechanism to manage the performance of employees. The meaning of the term "performance management" has changed over the years. In the past it was often taken to mean rating employees using a trait-based instrument- one looking at factors such as neatness, punctuality, etc., as opposed to focusing directly on work output. The evaluation process also tended to be secretive. The employee did not participate and was not told what rating he or she received. This style of performance appraisal is no longer considered as good practice. The civil service system in Sri Lanka has a long history. It gradually developed through the centuries under various types of political systems, experiencing the stresses and strains in transforming itself from a personalized to a public and protected service. Since the late 1970's, the public sector of Sri Lanka has undergone major change as governments try to respond to the challenges of technological changes globalization changes and international competitiveness. Recent years have seen wider-ranging refo1ms of public service than any other period following the independence in Sri Lanka. This research study provides an introduction as well as assessment of the existing public officers staff grade performance appraisal system in Sri Lanka.
