Abstract | National Housing Authority, which is reorganized as a low-income housing developer has expanded its scope in the middle to high-income segment of the housing market recently. This is due to the new policy of Thai government for not to subsidize NHA. This has compelled NHA to engage in profit generating projects similar to private developer. This is paradoxical because NHA is known as a service provider to the lowincome people. Whether NHA can satisfy the housing needs of upper-income people is questionable. Adapting comparative analysis methodology this study attempted to compare the satisfaction of residents in two similar housing projects implemented by NHA and a private company. The study reveals that overall satisfaction of the two groups of residents are not very different but the residents of NHA project are more satisfied in terms of dwelling sub-set than in service sub-set. The favorable leasing facility offered by NHA was found as giving an advantage for NHA over the private sector developers. On the basis of these findings the study concludes and recommends that investing in middle to high-income housing project should be the best answer for NHA in order to change the role from Non-profit organization to profit organization. |
