AbstractCoastal Resources Management Projects which are funded by USAID tend to stagnate as soon as the project end. The Coastal Resources Management Project in Balikpapan Bay which is ending in June 2003 aims to see its program adopted by the community and stakeholders. Efforts to sustain the CRM initiative fall on the Balikpapan Bay Management Organization. There is a need know to assess the sustainability of the Program through the operation of the succeeding organization and the participation of the stakeholders in project implementation. The innovative approach therefore was to measure sustainability and project impact through analysis of project performance, establishment of new institutional arrangement and assessing the effect of the program. This study focused on to study sites, one a CRM site and another non-CRM area. The purpose of which is to compare the awareness of the local communities on the program, and different aspect of community participation. The finding of this study showed that community participation in both CRMP and BBMO is low and BBMO has to increase coordination among the different stakeholder groups and encourage more participation from the local community.
