Abstract | This study deals with the sustainability issues faced in agricultural development projects in poor developing countries like Cambodia. It is an attempt to attract attention of major development project stakeholders, particularly fund sponsors and govenunent agencies, to think about the sustainability issues of their intervention efforts. The study develops a sustainability framework, based on which the sustainability of an agricultural development project can be assessed. The framework is developed from studied concepts of sustainability of a development project. It is then reflected by a study of two-selected agricultural development projects in Cambodia. From the studied projects, experiences and suggestions are drawn. The framework comprises two dimensions of local institutions: beneficia1y institution and other support institutions. From the two dimensions, two sets of factors together with two sets of assessment indicators are provided. The framework has to be applied loosely. Some of indicators can be dropped out, while some other can be added in. It needs to be pre-tested before the application. Using this framework, the assessment of the sustainability of an agricultural development project should be done by or accompanied by people who know well the project context and nature. Also by using this framework, problematic areas that are hint to the sustainability of an agricultural development project can be pinpointed so that actions can be taken for improvements. Although to some extent, the framework has been developed and tested in Cambodian context, it provides a general consideration of the sustainability factors, which might be able to be practiced in other countries and other project types. |
