Abstract | Among the environmental problems emerging due to urbanization, population growth and changing consumption patterns, solid waste management is the commonest in most cities of developing countries. The secondary. and tertiary cities of these countries face this problem more due to limited capacities in their local government bodies for solid waste management. This study focuses its attention on Savannakhet, a secondary city in Lao PDR. It explores the possibility of introducing complementary methods of SWM to strengthen municipal waste management service and supplementary methods to reduce the burden on it. More over, it attempts to identify possible supplementary and complementary methods to introduce at the household level and neighborhood level in the study area. Using a variety of methods including a questionnaire based survey of households and interview of personnel involved in municipal solid waste management system, the study finds that composting as the most feasible supplementary method, since 61.38% of solid waste in Savannakhet consist of organic matter. The study also finds salvaging and recycling of selected material by households and the municipal itself as another possible supplementary method. As a complementary method the study finds that organizing of neighborhood level voluntary groups is useful to move garbage from the interior of settlements to municipal collection trucks. On the basis of these findings the study recommends incentive measures for people to cooperate voluntarily with the municipality and establishment of waste banks to reduce the burden on municipality. The study also proposes to revamp private sector service providers to compliment the municipal SWM service. |
