Abstract | Electricity plays an important role in all sectors of national economy. Due to the need to intensify the effort of development, the problem of electricity planning is seen in Lao PDR as a national p1iority. Hydro based power plants in association with Renewable energy sources may contribute to improvement of life and trigger national economic development. This study is divided into two main parts. The first part is an assessment of a number of power generation options based on renewable energy: biomass energy, hydropower and PV. The second part of the study deals with the optimal capacity expansion planning process of electric utilities through the Integrated Resource Planning (IRP). In the first approach of the IRP (IRP-1), only the conventional power plants are considered. IN a second approach (IRP-2) distributed power generation as well as conventional power generation are considered. From this study found that the renewable energy options for power generation are found to be cost-effectiveness at their real cost, except for solar home system. Wood fired power plants are found to be more cost-effectiveness than other. By considering DSM in IRP results reduction capacity as well as the cost in the planning horizon. In this study, by conside1ing four DSM programs results avoidance 116MW of capacity. |
