AbstractThis study aims to derive ESI structures and transitional process for the power sector reform in Vietnam, which has been maintained as Vertically Integrated Monopoly Utility with deficiency perceived. The ESI reforms have been realizing in many countries in the world for decades with remarkable positive outcomes besides many new kind of risks. However, one model of structure doesn't fit all countries. This study reviews international experience of the pioneer countries to seek lessons learned. Then, the own industry structures proposed for Vietnam are developed in this study. To achieve this, the current situation of Vietnam ESI is analyzed. Based on the specific socio-economic and political features of the nation, reform objectives are set out beside the constraints perceived. In the lights of the lessons learned, the workable models applied in each phase of reform are determined with modifications to suit the specific features of Vietnam. The study draws four successive stages of Vietnam ESI reform, in which the industry structures are envisaged. Rationale for each structure chosen is discussed. It is also noted that in Vietnam, alike other developing countries, the reform must be done on the step-bystep basis to ensure the industry getting sufficient conditions for phase transition and, as the principal goal, to benefit the all society.
