AbstractModern economic development relies heavily on the technology innovation, both for developed and developing countries. National competition has become more or less a race of technological advancement. Even within a country, regional imbalance will also make it an important undertaking for local authority to keep abreast or obtain leadership in the technology aspect. Technology upgradation and development have especially been, and will continue to be a major task for the governments of developing countries. However, it is found that some policies of Hebei province are not well tai lored to its economic development position. This study intended to look into an appropriate policy framework for Hebei province, PR China. This study adopted the concept of the "cluster", which is gaining strong recognition around the world, to perform an industry analysis of the Hebei province. According to a preliminary analysis, two industries that have strongest bearing to the provincial economy were chosen for detailed cluster-based analysis. Based on the findings, recommendations are made to the future industry policy in general and technological upgradation policy in particular.
