AbstractThis research study observes two aspects of sho11 tern financial management, cash management and managing cash flows in foreign currencies, in the countries Thailand, Lao PDR, Vietnam, Singapore, Philippines, Myanmar, Malaysia, Cambodia and Indonesia. For both, cash management and foreign exchange management purposes, Singapore is the only location where the regulatory environment and the sophistication of the financial sector suppo11 international and intenegional activities. Optimal cash balance levels, based on the Baumol Model, differ significantly in the observed countries. Practice indicates that in countries where interest rates are high firms tend to dollarize their business activities, which results in a more favourable cost curve. The regulatory environment limits the benefits of the implementation of sophisticated liquidity management systems in all countries except Singapore. Foreign exchange market sophistication and stability differs significantly between observed countries. In most countries a critical number international banks are present. But, small market size and tight regulations often indicate low foreign exchange market sophistication. Foreign exchange rates where relatively stable in Singapore, Malaysia and Thailand in the medium and long term.
