Abstract | Traffic congestion is a major problem in almost all metropolitan cities across the world. Bangkok is one of them. Not only downtown movements of vehicles, but vehicles approaching downtown area from outer residential suburban areas are creating the problem. Nonthaburi, a suburban residential area of Bangkok, is creating large amount of traffic heading towards Bangkok downtown. Water transportation along Chao Phraya River is playing a very important role in moving people from Nonthaburi area to downtown of Bangkok. In recent years, this mode is losing its importance. This results in adding more in traffic congestion problem. To overcome this problem, many policies are under consideration to enhance the water transportation system. Enhancement of access modes to Nonthaburi pier is realized as one of them. This research attempted to analyze the impacts of enhancement of access modes to Nonthaburi pier. Due consideration was given on enhancement of public access modes. In order to achieve this purpose, access mode choice behavior needed to be examined and modeled. A logit-based model was chosen to calibrate the utility functions for different access modes. Both MNL and NL model were adopted and results were compared to find the best one. Market segmentation approach was adopted based on various socioeconomic and other factors. Also it was attempted to analyze the catchment areas for different access modes and factors affecting them. Factors affecting extend of catchment area such as main haul distance were evaluated. Based on survey results, service attributes such as access cost, in-vehicle travel time and out of vehicle travel time were, found to have a great impact on access mode choice behavior. Socioeconomic factors such as age, sex, income, and occupation were found to affect access mode choice behavior. Apart from these factors, other factors, such as departure time of trip, egress mode used, and main haul distance were also found to affect access mode choice behavior. It was evaluated that NL model is most suitable to model access mode choice behavior to Nonthaburi pier. Selected NL model was applied to predict the impacts by adopting different policies. The results of policy sensitivity revealed that policies such as reducing in-vehicle travel time, waiting time and cost of bus would pay off the best results with respect to enhancement of access modes to Nonthaburi pier. Providing express bus service, providing special bus or HOV lanes, increasing frequency of bus service, restructuring bus fare system and offering concession on seasonal tickets were suggested to enhance the bus system in order to enhance public access mode to Nonthaburi pier. |
