Abstract | Recently, the underperformance irrigation systems in many parts of the world cannot achieve the requirement of increased food production. In order to improve the performance of irrigation systems, a necessary condition is the institutional reform in irrigation management. Therefore, this study concentrates on the linkages between the irrigation institutions and the irrigated agriculture performance of the community-based management irrigation schemes in two northern mountainous provinces in Vietnam, namely Tuyen Quang and Thai Nguyen. Three community-based irrigation schemes in each province were selected for the field survey. In order to achieve the objectives, data was collected from different sources with a useful support of a Rapid Rural Appraisal tool: (1) literature search and study of reports, researches, and other writings; (2) interview and discussion with key informants; (3) questionnaires for household survey, and (4) field observation. The assessment of irrigated agriculture performance based on the data of agricultural production for paddy rice and other secondary crops as maize, sweet potatoes, etc which are collected from secondary source and primary data from the field survey for a period of 1995 to 2001. In this study, institutional analysis was considered at two levels: local and provincial-level irrigation institutions. At the local level, the irrigation institutions was defined as a set of rules such as boundary rules, water distribution rules, input rules (labor contribution and water fee), and monitoring and enforcement rules actually used. Regarding the provincial-level institutions, based on the analysis of water sector institutions, provincial regulations, policies and administration were discussed and analyzed. It was found that the irrigated agriculture performance of the community-based irrigation schemes would be improved with local-level institutions having the set of rules are well defined, monitored, enforced and has been supported by provincial-level institutions. In this study, irrigated agriculture performance in irrigation schemes managed under the authority of Agricultural Cooperatives in Tuyen Quang was found better than the irrigation schemes managed under the authority of Commune People's Committees in Thai Nguyen. Finally, some recommendations were came up in order to improve the irrigation institutions in Thai Nguyen province based on the useful lessons and experiences drawn from the irrigation institutions in Tuyen Quang province. |
