AbstractThe purpose of this research is to explore how the previously state-owned monopoly company, Telephone Organization of Thailand Corporation Public Company Limited (TOT) implements its new corporate strategy through the development of human resource strategy. This raises the external and internal factors affecting the implementation of strategy, especially liberalization of telecommunications and labor market. TOT finds itself moving to more business and market oriented. How should it prepare to be ready for the competition? What are the implications to its corporate strategy? What should likely be the human resource strategy that fits with its corporate strategy? The data was collected by questionnaire and interview of three groups - customers, employees and senior management of TOT-to evaluate the appropriateness and effectiveness of human resources management practices. The measuring method is applied by finding the customer satisfaction and employee's attitude toward cunent HRM practices. The problems areas are identified and the recommendations to improve more effective HRM practices are given at the end of research study.
