AbstractMicrofinance is one of the methods currently being promoted in Cambodia as a development tool. Access by the poor to microfinance and saving programs are crucial in pove11y reduction and accelerating economic growth. ACLEDA is only one commercial bank that provides microfinance in Cambodia. The objective of this study is to measure perfotmance of ACLEDA and to find key success factors in 2003. The study is also an attempt to improve ACLEDA's perfmmance. The results of the study clearly show that ACLEDA is a sustainable financial microfinance institution. However, the poorest have less chance to access financial services from ACLEDA due to trade-off between outreach and impact, and trade-off between financial sustainability and outreach. Moreover, ACLEDA faced many issues such as collusion between staffs and borrowers, cultural issues, repayment issues, and low public confidence. The study reveals that, in overall, credit of ACLEDA has positive impact in contributing benefits to bonowers and bonowers have positive attitudes towards work culture of the bank. According to the overall finding, in order to continue to participate in rural development, ACLEDA should set objective to bring financial services to the poor. ACLEDA should make effort to help poor in difficulty. Providing scholarship to children of bonowers, student loans, Telephone-Ladies programme, Loan Insurance Programme, customers training, healthcare consulting services are strongly recommended. Finally, Governance, staff development and training, and operation improvement are recommended as well.
