AbstractAlthough the planned developmental activities in Bhutan sta1ted only after it launched first five plan in 1961, the country has been able to achieve dramatic results in developmental activities without jeopardizing its cultural heritage and the environmental status. Developmental activities in Bhutan have always been and will continue treading the middle path~ embracing the philosophy of the "Sustainable Development" and the "Gross National Happiness" in the heart all citizens. Wile the development process is in the country is being hindered due to rugged mountainous terrain, lack of modem technology and lack of necessary financial sources, like any other developing country, the lack of technically skilled and professional manpower has been the major constraints. With the growth of economy and the diversification of developmental activities, the demand for the skilled and professional manpower is expected to grow rapidly, if the HRD is not given a top pri01ity. This study aims to assess and study the current human resource management and its practices in the state owned enterprises (SOEs) in Bhutan and find out as to how the human resource management is being aligned to the growth of organizations. The study will focus on understanding the differences in perception of human resources management practices by the management and employees. This study will also hy to identify the gap in perceptions of human resources management and its practices between the management and employees satisfaction level. Finally the study will shed some recommendations on how to narrow the gap (in the perception of the human resources management and its practices) between the management and the employees through implementation of sound human resource management, in alignment with the strategic business goals and objectives.
