AbstractThe value of export commodities from Thailand increased from US$ 58,463.4 million by the end of year 1999 to US$ 80,238.4 million by the end of year 2003. In other word, there was 27.14% increased in value of commodities exported. Meanwhile, the value of import of Thailand increased from US$ 49,914.65 million by the end of year 1999 to US$ 75,018.6 million by the end of year 2003 or 33.46 percent increased in value of commodities impo1ted 1 • From this trend of increasing for both export and import of commodities, seaport has to be facilitated the transportation of commodities in the proper way. Port Authority of Thailand (PAT), a stated own enterprise, is considered as the oldest seapo1t in the central region of Thailand. The economic crisis in Thailand since the year 1996, the cargoes transportation has been considered as the critical way for economic recovery in Thailand. However, to consider whether the Port Authority of Thailand has reached for the efficient service to its customers or not, I would like to compare the efficiency ratio with the Centreport of Wellington, New Zealand. By following the path of conceptual framework, an exhaustive review of available literatures together with a series of in-depth interviews to gather the valuable data, for the efficiency measurement process. The relevant factors of the p01t; for example, the layout of the berths and container yards, the characteristics and type of tools and equipments, and the technology uses in seaport; are taken to be concerned for this measurement. This research can lead to some recommendations to improve services provided by Port Authority of Thailand, as well as to be able to response effectively for the increase trend in the quantity of demand and supply for cargoes from Thailand.
