AbstractPresent approach used for budget allocation for security management of infrastructure assets against human interference hazards (terrorism, violence, sabotage, Arson, etc) uses risk avoidance technique with prioritization upon necessity, wherein necessity for the asset in question is measured in terms of its criticality, vulnerability, perceived threats and consequences. This approach does not account for the human face of human interference hazards, their unpredictable nature and the policy of protecting all assets. This study envisions the use of risk management approach along with optimization technique to minimize consequences of an event due to the said hazards for budget allocation towards security management to account for the above-mentioned inherent defects of the present approach. This study treats the origins of these hazards to be hidden in the state of the society and looks into predicting the probability of an event being of a particular severity for a particular state of society rather than looking into the probability of an event occurring. This probability when treated with the associated consequences for that severity and the vulnerability of a given asset will provide an expected value of consequence for the asset in question. This in turn can be used for optimization against a given set of constraints when the counter measures required and their costs are identified for the perceived threats along with their effect on vulnerability. The study is structured such that cross sector cost-benefit tradeoffs are made possible to facilitate integrated se'curity planning of different types of infrastructure assets.
