AbstractThe Open Government Data Initiatives have quickly extended worldwide with goals of making governments accountable and transparent. Open Government Data (OGD) is new for Afghanistan. Afghanistan is in its initial stage of OGD initiatives, while it has approved law of access to information and has become a membership of Open Government Partnership. However, Afghanistan has neither developed an OGD portal nor published available open government datasets. To address the above mentioned issues, this research has three main objectives: a) proposing data quality model framework for Afghanistan’s open government data initiatives. b) Performing data quality assessment on datasets based on the proposed model and c) developing data portal for hosting and centralizing of datasets. Quality assessment framework is proposed and consists of 6 dimensions including format, completeness, accuracy, availability, uniqueness and timeliness. Each dimension has its own metric(s) for implementing quality assessment. The total of 24 datasets in five different categories including education, health, finance, energy and population are collected. The collected datasets cover five different governmental agencies which are: Ministry of Higher Education, Ministry of Public Health, Ministry of Finance, Ministry of Energy and Water and Central Statistics Organization. OGD portal is developed for hosting the collected datasets.
