Abstract | The study has focused on a case study at Giang Cai Village, Yen Bai Province in the North of Vietnam, where experiment on Community Forest Management (CFM) have been implemented in recent years mainly in response to conflict between protection and development objectives. This process aims at forming and devolving legal authority to grassroots level institutions to manage local resources and provide income-generating trainings to local people. The overall objective of the study was to assess the effectiveness and efficiency of the CFM as well as examine inter-linkages between forest and water resources in a small watershed. The method employed for data collection in this research mainly is standardized questionnaire, key informants interview and group discussion, major analysis techniques used is qualitative with additional quantitative techniques. The results reveal that planning and implementation process of CFM has employed participatory method and there is cooperation of all stakeholders in local and provincial levels. It was found that forest has been protected very well and it has affected on water availability situation in positive way. Total income of local people has significantly increased owing to increase in the number of crops, however, income from forest products have not increased due to low return characteristic of resource and lack of sufficient income generation activities to support their life at the beginning of the process. In order to govern forest and irrigation system, user groups have been established and are interlinked to each other for their coexistence and these mutual supports have drawn some lessons for effective community management. Finally, it is concluded that CFM process is an activity ongoing towards effective and efficient forest protection and management for the benefit of whole community both in direct and indirect ways. It can be expanded to other similar places if local people have supporting activities from different agencies as well as are recognized as an entity with legal status by the State. |
