The impact of local people's participation in forest concession management in Cambodia : a case study of the COLEXIM forest concession company in Kampong Thom province

AbstractThe study explores the impact issues related to livelihood (socio-economic) and forestry , aspects of forest concession company to the standard living of local people which living within or near by the forest concession. More ever, study also tries to describe and documents the conflicts as well as participation of local people in forest concession management of Cambodia. The assessment of economic has been done to analyze the income change of the forest users, identification of household subsistence economic, and examining the marketing system of the local people. The level of participation is based on the four kinds such as participation in decision-making, implementation, benefit sharing, and monitoring and evaluation. The research is targeted to three out of twenty one villages within COLEXIM forest concession company as its case study. The findings of the study found that after six years of its establishment, COLEXIM have impact to increase daily workload of local people in the case of water collection, income source was found to be increased; housing conditions have been improved, and health facility has slightly improved. However, there are still limited to access in forest products collection, bureaucracy of collecting of timber for housing, not allow to expand shifting cultivation, cutting resin tapping trees, destroy spirit forest that traditional believe of local people, some kind of wildlife species are very rare to hunt, and health facility still limited due to company still not yet providing health care service or health care center directly to local people. The analysis on conflicts is found that there are many conflicts faced between local people and company such as resin tapping trees; new expanding shifting cultivation; road using by local people; timber collection for house construction; community forestry establishment, and access to forest products collection. Among those conflicts, only one was resolved by Royal Government of Cambodia is a resin-tapping tree. Moreover, participation of local people within forest concession management was still limited as well as don't have in some context particular participation in decision-making mostly done by RGC, less participation of local people in implementation stage, benefit sharing company has still low due to just providing the benefit to villager for development physical infrastructures, and monitoring stage as in an indirect way and evaluation stage was nothing to participate. Based on the findings, requisite factors, which is the most appropriate to use in COLEXIM forest concession company, for improve forest concession management have been recommended.
