Abstract | This is a descriptive study of a voluntary organization, Couples for Christ, implementing the "Gawad Kalinga" community development program. The study aimed at documenting and analyzing the organization and the work, while understanding its achievement, implementation problems, and success and sustainability factors. 26 sites were chosen as study areas for data collection. CFC starts with the construction of houses to introduce shelter, education, health, and livelihood projects, and local organization development. 2,238 houses were constructed in 156 sites in 43 provinces of the Philippines. It is also implemented in Indonesia, East Timor, Vietnam, and a country in Africa. Success of the program is attributed to faith and conviction of the leaders, maturity and established integrity of the organization, well-tested development strategy, effective partnership with other development agencies at program level and decentralization. At implementation level, success is credited to obedience of the leaders, motivation from the poor, attitude of the volunteers, beneficiary participation and engaging the idealism of the youth. Sustainability factors identified are the active participation of the local beneficiary organization and Gawad Kalinga volunteers, continuous conscientization and Divine intervention. The implementation problems were ineffective monitoring system, downplaying the importance of values formation, and passive support of CFC members. |
