AbstractThere are more than 1100 communes in Vietnam, with 2.9 million people in remote rural areas that not connect to the national grid by 2010. So the local energy sources are needed to satisfy the local demand. Vietnam has a large potential of distributed power generation (DPG). As electricity, demand is increasing rapidly. Vietnam needs to add new capacity for power generation. Small-scale DPG being environment friendly and a decentralized source of energy could be beneficial for the country for promoting sustainable development and supplying electricity to remote areas where it is difficult to reach to the national grid. In order to make a distribution in the assistance for decision maker, this study attempts to identify and analyze the cost of different technical options to supply power for rural electrification in remote area in Vietnam. To resolve these above, this study used Geographic Information System (GIS) technique to help planning electrification in rural areas of Vietnam, in which a typical commune to be survey in highland of Vietnam, Krongno district, Daklak province, where there are many groups of ethnic minority and electricity is essential for them to improve their living condition. The optimization model for distributed power HOMER model, version 2.09 developed by National renewable Energy Laboratory (NEL), 2004, for economic analysis of renewable energy generators (wind, solar, hydro), which are hybrid with diesel standard option to determine the condition under which grid and DPG based rural electrification (RE) would each be desirable. The study has examined utility expansion planning by using The integrated recourse planning (IRP) model, version 4.1 formulated and developed by Shrestha, 2003, economic implications of electricity generation expansion with and without DPG to determine the average incremental cost for rural electricity supplying based on grid option in Vietnam for the period 2006-2025. Results of this study indicate that the methodology to manage and analysis the options that are suitable for supplying electricity in Vietnam rural area.
