Generation expansion planning using multicriteria decision making techniques : the case of the Vietnamese power sector

AbstractMulticriteria decision making has been one of the fastest growing problem areas in many disciplines. The central problem is how to determine the best solutions in the situations where there are multiple objectives, often conflicting during the decision making process in terms of a number of criteria. Electricity generation expansion planning is the problem which involves different and mostly conflicting objectives and involves multi-participants such as government, utilities, customers etc. The aim of this study is to solve the Vietnamese generation expansion planning in planning horizon 2006 to 2021 based on multicriteria decision making (MCDM) techniques and group making decision. Besides cost, reliability issues and environmental concerns must be explicitly incorporated into the planning model. Several interviews and discussions were held with the participations of various experts relating to the process to determine the most three important criteria and the candidate generating technologies for the planning process. The preferences the experts toward the three criteria in terms of their relative importances were obtained based on their responds on the given questionnaires. Then, the group consensus preference was incorporated to Expert Choice software to determine the Analytic Hierarchy Process priorities vector. This vector quantifies the group assessment about the relative importance of one criterion over the others. A multiobjective mixed integer programming model for generation expansion planning is presented based on three determined criteria. Three objective functions are minimization of total cost; maximization of reliability level and. minimization of C02 emission level. This mathematical model along with the priorities vector is coded in a suitable linear programming language using compromise linear programming techniques. Four scenarios were analyzed in this study. And for each scenario, multiobjective planning schedule and traditional planning schedule are obtained. The outcomes of two schedules are arranged into four catego1ies: (i) three objective functions values; (ii) optimal mixed additional capacity; (iii) capacity mix; (iv) generation mix; and (v) environmental impacts. The above results are presented to the decision makers for the further discussions in interactive process to modify and rerun the model until the new results satisfy all of them. The model proves that multicriteria decision making approach is a good tool for the planning process.
