Abstract | ilitating, developing, and upgrading its infrastructure services to meet the soaring demand generate by the impressive economic growth. Traditionally, infrastructure has been provided through public investment, partly with bilateral and multilateral donors support. In the power sector, the need of financing is evaluated around US$ 2 billion a year over the period 2000-2010. The resources needed to meet the demand are too high to be fund solely by the government or trough ODA. Therefore there is a gap to fulfil and opportunities for foreign investment. Up to now, few foreign investors have stepped in the market. Vietnam's policy toward foreign investment has frustrated foreign investors. Concerns over growing bureaucracy and conuption throughout the 1990s convinced many that Vietnam was not viable place for investment. Nevertheless, the growing need of costly infrastructure improvements has pushed the government to implement a series of regulatory changes favourable to FDI. The underlying aim of this research is to analyse those regulatory change and to see, trough a selected review of the Vietnamese context and a focus on the power sector, how foreign investor can take opportunities of Vietnamese growing need in infrastructure? |
