AbstractTongi, a special grade municipality in Gazipur district, one of the growing towns in Bangladesh, has been facing environmental problems. Accelerated growth in urban areas has widened the gap in the delivery of environmental infrastructure services such as road, drain, sewerage, water supply, sanitation and solid waste disposal. This gap in services is creating the urban environment worsen. Local authorities have started implementing different infrastructure development projects to improve drains, roads, solid waste management, water supply and sanitation without considering environmental assessment for planning and implementation phases. As a result, environmental problems cannot solely resolved because of existing over congested urban areas are and fragile environment. In addition the old forms of urban management and paurashava ordinance are inadequate to mitigate local environmental problems. However in recent years new approaches have been emerged with the realization that local level actions and management are essential to attain sustainability of the environmental services in urban areas and improve the existing environment of whole urban areas. Environmental management strategy is an urgent need for Urban Environmental Management (UEM) to be operational, functional and effective. The study has recommended integration of EA for infrastructural development projects as environmental strategy in view of poor performance of the infrastructures in the ward no. 5 and expert/professional respondent's opinion in favor of Environmental Assessment. There fore, three forms of mechanisms are recommended for integration of EA In addition legislative and policy strategy are also recommended for infrastructure development project. Finally, a two-step environmental assessment system has been developed for infrastructural development projects denoted as Programmatic Rapid Environmental Assessment for finalizing the design and location of the infrastructures.
