AbstractSeparating the government controlling from PSU operation and establishing the modern enterprise system are the key factors for Indian electricity indushy restructuring. The resti·ucturing of electi·icity indushy in India sta1ted in the early 1990s. The resti·ucturing of giant electi·icity PSUs in India is the requirement of enhancing the performance and efficiency. The research is an effott to give a general view about the development of Indian electi'icity industry and describe, analyze and evaluate the reshucturing process and output. The sector had moved towards a significantly reduced role of the government since the last decade. The refo1ms have focused on shuctural changes in the system, with the establishment of independent regulators, and unbundling of the SEBs. Drawing on the cases, changing the mindset as about undertaking changes in ownership, investment and management practices requires the critical political suppo1t to see fmther progress in the reforms. In order for a resti·uctured sector to contribute to the reforms, governments and donors will need to factor concerns of sustainability into reform design early, and back them up with political commitment. Suggestions and recommendations are given to the policy makers to consider the further steps of resti·ucturing. Through the choice of investments and suppott for good governance in the sector with institutional and regulat01y suppott, private investors can provide their experience and competence towards contributing the development of the sustainable electi'icity sector.
