Abstract | During the past 25 years, a series of refotms have been carried out in China which have had great impact in every area, higher education sector is no exception. Higher education experienced great changes from five aspects as reform of education provision, reform of management, reform of finance, reform of recruitment and job-placement, and reform of inner institute management. Through these waves of reform and restructuring, higher education in China has been vitalized, scale expanded, structure upgraded, quality and efficiency improved, leading to a multilayered, diversified and disciplineinclusive higher education system accommodating the socio-economic development in the country, which is playing an important role in facilitating national economy construction, science and technology advance and social development. Among the reforms in five areas, personnel reform is the most critical and influential which has a close relationship with all faculties and staffs, and complies with the market economic system. Through personnel reform, working in HEis is no longer a lifelong employment; faculty and staff need to get a post through competition and are managed by contract within the given tenure. Even though income has increased to a comfortable level, faculty and staff have more pressure on teaching and research performance. Talents training and cultivating are paid more attention by all HEis and are given more chances to study abroad and to do research. This paper tries to study the contents, consequences and impact on the whole higher education sector from personnel reform and its associated problems. Some recommendations have been made for the onward reform in the future. |
