Evaluation of community forest management practices in Terai region of Nepal : a case study of Rauthat and Dhanusha districts

AbstractThe future of Nepal largely depends upon the sustainable management of forest resources in Terai region. The growing demand of forest products poses a great threat to the shrinking forest resources in the Terai. There were so many forest management plans were prepared but very few attempts made to manage these forest resources by the government. This research was conducted to find out the problem and prospects of community forestry management practices in Terai region. The socioeconomic, Biological, Institutional and policy level problems were reviewed and analyzed to find out the current problems and prospectus of CFM in Terai. This study was conducted in Sundari CF user group, Dhanusha and Anjuman CF user group Rautahat district in central Terai. These two districts had not any external support in CFM. The social structure was heterogeneous in both the CF. Hill migrants people dominated the Sundari FUGs, Dhanusha and migrated Muslim community dominated the Anjuman FUGs, Rauthat. The result shows that due to the government defective and changeable forest policy forest resources were destroyed in Terai and now delaying in establishment of community forest. The field staffs were not giving proper attention in user identification process and post f01mation support. Low awareness among the local people and low transparency in-group formation creating the exclusion of traditional users from their use right. On the name of physical development in the society forest products were collected without accessing the growing stock of the forest resources. These products were partially distributed in the local users and mostly sold outside the district to collect more funds. The forest products distribution system was neither equitable nor transparent, so that the villagers and secondary users were not getting the forest products but the contractors were bringing that outside the district for commercial purpose. The forest protection was also a problem due to the exclusion of local users and neighbors. The forest technicians were not giving sufficient time to manage the CF due to the workload of national forest protection and management. The users were not skilled and properly trained to manage their forest resources without the technical help of forestry staffs. Due to the insufficient budget for training and extension DFO was unable to train them properly. The current forest policy provides lot of space to work together with the local people in Community Forestry Program. The overall attitude of local people and forestry staffs were positive towards the CF. The balance user group identification and distribution of benefits within the local people of district were the key factor of success of CF in Terai region. On the basis of the conclusion and recommendation of the above study a guideline for participatory CF management has been developed, which will help in the establishment and community forest management in Terai region of Nepal.
