Abstract | Cambodia is still a poor country: 36 percent of the population living under the poverty line. The government and NGOs have set up different strategies and projects to deal with the long term problem. From the NGOs point of view, they appreciate that the Government mentions their role of monitoring and evaluating of the poverty alleviation strategy. However, NGOs could also have the role of poverty advocates. So far, it is not clear how the NGOs and Government perceive their roles, how they will work together and how the advocacy can be promoted and produces effective results. The research explored challenges of NGOs of having a partnership and network with the government and among NGOs themselves. The challenges when working with the government can be presented under mismatch of capabilities, different organizational environment and structures, an imbalance of power and communication and coordination. The major challenges among NGOs can defined as the lack of time for studying and learning from each other, different capabilities, different culture and attitudes and an imbalance of power between funding organizations and recipients. The study also found variation of partnership and network building of NGOs with the government and among international and local NGOs because of different perspectives and objectives. SWOT analysis discovered different capabilities of NGOs in terms of organizational management and resources. Finally, the study concludes that the partnership among the stakeholders continues and offers recommendations that contribute to improve the partnership and network, so that poverty advocacy can become more effective. |
