AbstractWith the development of World Wide Web, the style of Teaching and Learning has been changed fruitfully. E-Learning for the students is developed significantly combining the WWW and the use of interactive tools. To establish a well useful and effective ELearning system, the ways of distributing the lessons and the facilities that the system can provide as interactive and effective as possible are important. The purpose of the study is to develop an educational resource that helps in teaching and learning exception handling mechanism in Java and C++ and also to associate the system for BlueJ extension. This system, WBTLEH- Web Based Teaching and Learning Exception Handling, will use Learning Object technology that would allow the learners to have interactivity which they can get in a real classroom. In each of the Learning Object, the required lecture notes or some abstract explanation for the lesson is provided. The students can start from any part of the system, depending on his or her basic knowledge in the scope of the system. The system can be used as an extension in BlueJ environment for those who use B1ueJ as an Editor. The system has two main parts, Java Exception Handling Mechanism and C++ Exception Handling Mechanism. In both parts, Applets are used as main mechanism. The demonstrative application with visualization approach is used for the full understanding of students. Through these applets, the students can learn by entering some input, learning the source codes and explanations, examining step by step sequencing of how the exception objects are handled and finally, they can evaluate their understanding and get some information for further study
