AbstractThe gradual liberalization of the construction sector under GATS poses new challenges to the public-listed construction organizations in Malaysia. To improve the competitiveness of these organizations, top level managers are tasked with the responsibility of selecting and implementing improvement policies to enhance organizational performance. This study utilizes the system dynamics methodology to provide a careful and holistic evaluation of the policies. A model is built to represent an average performing construction organization listed on the KLSE Main Board. Long-term simulation of the validated model produces the forecasted organization performance. Three improvement policies are selected for evaluation based on potential leverage points identified in the sensitivity analysis. These policies are: (i) implementation of a management information system, (ii) introduction of a quality assurance system and (iii) regional expansion of the organization's business. Simulated results of these policies and combination of these policies are evaluated. Taking into consideration the impact of the economy on the construction industry, the results indicate that the implementation of MIS produces superior improvement in organization performance when compared with other policies. This research contributes to the study of organizational performance by presenting a holistic approach in the evaluation of improvement policies.
