AbstractIn the new millennium, Cambodia has gained more opportunities to rehabilitate its economic, political and social infrastructure to develop the country. Poor infrastructure in Cambodia is the main obstacle for investors in the country. Promoting private participation in infrastructure has been a robust policy of the government. Answering to this policy, we have seen some infrastructure projects, approved to be financed by the private sector. Most of these infrastructure projects are operating in the form of BOT project, which is a form of "Project Finance". This research study attempts to give an overview understanding of how project finance works in Cambodia through two specific case studies: CETIC International Hydropower Development Co., Ltd. and Phnom Penh Highway Co., Ltd. The first case presents the involvement of private parties in the power sector, while we can generalize the ideas of private investors in the road sector from the later case. In short, it identifies the approaches and the concepts used in these two mentioned projects. While Cambodia is classified as a high risk country for private investment, it is also the main emphasis of this research study to identify various risks faced by investors in infrastructure projects and to see some strategies to mitigate those risks used by the companies. Cash flow analysis is also stressed in this research study in order to understand the expectation of investors from the projects. Moreover, the roles of the government in promoting the two infrastructure projects will be discussed as well. The research is also expected to be guidance for private investors to have an insight view of investment in large infrastructure projects in Cambodia, as compared to the investment in other countries in the region.
