AbstractSince Vietnam introduced its "Open-Door Policy" in 1986, a lot of positive changes have taken place. Continuing its path ahead, Vietnam has set an ambitious goal to become an industrialized country by 2010. This challenging process requires a great deal of capital, human resources, and technology. However, severe shortage of capital has emerged as one of the greatest hurdle to achievement of the goal. As a matter of fact, most state-owned enterprises which play a significant role in the national industrialization and modernization are now facing with lack of long-te1m capital for extensive and intensive investments. Poor infrastructure and performance of the financial system in which only commercial banks and some state-owned financial institutions serve as the major funding sources have not been able to satisfy enterprises' need for capital. Lack of active financing by SOEs which requires employment of various financial instruments and a dynamic search for different funding sources also constitutes a cause underlying poor mobilization of funds. Vietnam Ga1ment and Textile Corporation(VINATEX), which presents as the largest corporation in the garment and textile industry is typically suffering shortage of investment capital. Its financing practices, therefore, are analyzed as a case study to work the problem out. It is concluded that using a mix of financing instruments and funding sources is necessary. Of equal importance, revision of legal regulations related to funds mobilization is essential.
