Abstract | The dynamism of global telecommunications markets is widely attributed to rapid technological development and an increasingly liberal policy environment. A large number of state-owned telecommunications enterprises (SOTEs) have embarked on transformation and privatization which aim to improve their performances both in term of quality and technology for their survival in intensively competitive telecoms market. With monopolistic nature, bureaucratic organizational culture, and incompetent management style of SOTEs, these things are the causes that lead the enterprises to low productivity, inefficiency, poor quality and unresponsiveness to the market and customers. Therefore, many privatized telecoms companies have tried to find the ways to make changes by restructuring to addresses customer needs, decreasing layers of management, flattening organizational structure, improving on quality of services as well as provision of a range of products and services. All the changes focus to deliver excellent services to their customers. This research study tried to investigate quality improvement and management practices in such companies who are undergone a series of major changes which have transformed from controlled telecommunications monopoly to private sector companies, operating in an in an increasingly competitive global market place, and to summarize the main milestones of their transformation processes from the point of quality improvement. In addition, it is presented main knowledge which is important for successful implementation of quality in the organization. Further it discussed different aspects concerning the new focus in quality of telecommunications services, as well as the ability of the telecoms organizations to continue to be responsive to changing customer needs. Finally, with the aim to provide guidance about quality improvement for new privatized telecoms companies, this research study provides lessons learned from studying history and quality improvement and management practices of privatized telecoms companies selected to be case studies. |
