AbstractThe research study investigates gender relations and land rights in the Khmu society in Ban Numsing Village, Lao PDR with the introduction of formal land rights through the Land Use Planning and Land Allocation Programme (LUP/LA). The Khmu society is an apt research interest in gender relations because of their practice of the patrilineal system, particularly in land ownership, compared to the rest of the Lao society, which follows a strong matrilineal tradition in property rights. The policy of state allocation and formal land rights highlights the disjoint and conflict between formal recognition of equal rights between men and women, and social recognition as reflected in practice and in customary laws on the other. One major finding of the research is that marginalization of women persist even when, legally, they stand an equal chance to have lands registered under their name. It also documents the socio-economic changes that have taken place in the norms and activities of Khmu men and women before and after the state allocation program through the accounts of selected men and women in the Ban Numsing. Finally, the study puts forward recommendation for policy actions to correct current interventions in the land allocation program.
