Effects of land reform policy on agricultural development in Vietnam : a case study in Anh Son District, Nghe An Province

AbstractThe research deals with the effects of the land reform policies on agricultural development and changes in Vietnam. The main objective of research was to examine the effects of land reform policies on agricultural development and changes in rural of Vietnam. The specific objectives were to analyze factors affecting to changes household farm income between poor and non-poor households causing by the land reform; to obtain feedback of the poor and non-poor households on benefits and satisfaction toward the changes of their agricultural production and income; to identify problems and potentials of these two groups of farmers on the implementation of land reform; and to give recommendations to improve the agricultural production and practices of farmers and provide policy implications for the agricultural development in future. The research were conducted in the Phuc Son commune in Anh Son district, Nghe An province showed that the study area under implementation of land reform at least 12 years, that could be viable of changes in agricultural development, benefits and satisfactions to rural households consisting bio-physical, economic, social and institutional aspects. The main data collection methods were a questionnaire survey for the poor and non-poor households. Key informant interviews were used with government officer and group discussions were conducted with local leaders and farmers and field observation were made on physical condition, land use and market places. Both quantitative and qualitative techniques were applied in data analysis of this research. Main findings of the research showed that the rural households had positive changes to improve their agricultural development. There was a high level of changes and benefits gained from rural households after the land reform particularly on land holding size, land ownership, agricultural land use, agricultural production, water source, agricultural extension, and agricultural inputs. However, the non-poor households had perceived more positive effects leading significant agricultural changes in several aspects than the poor households. The main factors associating with household farm income from land reform included the amount of cropping investment, agricultural land area, land ownership and market accessibility. The determinants of the household farm income in the two groups were similar. Several problems of agricultural development were identified consisting low price of agricultural products, lack of technical skills, low soil quality, land fragmentation, lack of job opportunity, agricultural extension, credit particularly among the poor households. The study concluded that the agricultural development after the implementation of the land reform policy were beneficial to improve agricultural production and household farm income for rural households. Certain recommendations were suggested to enhance agricultural development to increase the household farm income of farmers. These were included the land development, agricultural extension, providing water supply and irrigation system, marketing, credit and promotion secondary of occupation particularly for the poor households. These need the effective implementation to be carried out by several agencies consisting of the Bank of Agricultural and Rural Development (BARD), the Bank for the Poor (BP), the Center for Agricultural Extension Service (CAES), the Department of Agricultural and Rural Development (DARD), Department of Natural Resources and Environment (DNRE), Farmer's Association (FA) and the Agricultural Cooperative (AC).
