Abstract | The institutionalization of decentralization process through the 1991 Local Government Code transfers the provision and management of infrastructures from the national government to the local government units (LGUs). However, LGUs do not have the builtin competency in performing infrastructure planning and management. This research aims to analyze the technical and institutional competency of municipal organizations in performing infrastructure planning and provide improvement recommendations in their competency weaknesses. A case study approach is employed whereby Sigma and Navotas municipalities are assessed for their technical and institutional competency in infrastructure planning. The planning process of Urban Water Supply Project of Sigma and the Solid Waste Controlled Disposal Facility Project of Navotas are the focus of the technical competency assessment while the Municipal Governments are assessed in their competency to provide institutional support for the conduct of infrastructure planning. A competency factor model is developed which serves as the framework in the conduct of competency assessment. The municipality's competency is analyzed by identifying their strengths and weaknesses in different competency areas. Findings indicate that in technical aspect, the municipality lacks in-depth analysis of infrastructure problems, scope of study is quite narrow and short-term, identification of project ideas and options is non-exhaustive and project evaluation is non-extensive. Institutionally, the organizational structure is non-responsive due to the lack of adequate staff and skills, inadequate differentiation and integration mechanisms. The municipal government has not institutionalized systematic work methods and it is quite poor in managing information, human resources, tools and technology. |
