AbstractThe purpose of this study is to develop recommendations for participatory planning, implementation and review-monitoring of aquatic resources and wetland management in the southern provinces of Laos. The research was conducted through Provincial Agriculture and Forestry Office (PAFO), District Agriculture and Forestry Extension Offices (DAFEO) and Village Community Leaders (VCL) implemented their plans with special emphasis of Nong Lom wetland management in the Sammakkisay district of Attapeu province. The specific objectives are to (i) identify the institutional framework for planning and management of aquatic resources in Attapeu province; (ii) identify the capacity building programs that local officers have received, to improve the planning skills; (iii) assess the current capacity level they get to provide benefits to the end users; (iv) develop simple planning tools using participatory approaches to manage aquatic resources; and (v) propose a general framework for the planning for aquatic resources management in Attapeu province taking Nong Lom case study (objective 4) into account The study provided the useful lesson that capacity building programs directly impacts the capacity level of local officers. To develop a true bottom up planning approach women and disadvantage groups need to be considered. The frequency and duration of capacity building programs should be increased and organized immediately after the reformation of waterbody user groups. It is important to monitor the activities of participants after attending capacity building program to understand their efficiency. The research has developed recommendations for participatory planning, implementation and reviewmonitoring on local aquatic resources and wetland management. It would help them understand planning systems so as to further the development planning process.
