AbstractThe purpose of this study was to evaluate to reasons for Chinese knowledge-based (KB) manufacturing firms to make foreign direct investments in North America or Western Europe. The study received responses for a questionnaire sent out from 27 knowledgebased manufacturing firms from China. The questi onnaire asks the respondents to rank the factors that influenced or will influence them to make fore ign direct investment to the West. The factors were split into three categories based on the eclectic (OU) paradigm. The paper also covers a 1 iterature review of the eclectic paradigm and how other fore ign direct investment theories fit into the paradigm and an economic overview of China's present international position with trade and foreign direct investment, inward and outward flow. The paper ultimately aims to be able to give economic development agencies (EDA) in North America and Western Europe recommendations on whether the time is ri ght to begin investing in attracting investment from China to create high skill, high wage jobs in their respective geographic regions. The results of the survey led to the recommendations that ED As that have not already should begin to al locate budget to attracting investment from China. Chinese KB manufacturing firms have ind icated that their potential investment for the West will be for both augmenting their firm speci fie advantages and exploiting the markets. Therefore, both EDAs from regions that have high skill workers and technology/science parks and those from regions that do not will be able to attract foreign investment from China.
