Abstract | There is overwhelming evidence indicating strong positive links between improved rural access and poverty reduction and that improving access contributes towards the achievement of a number of millennium development goals which are a central feature of development policy. The development of rural roads is considered to be one of the key options to improve the rural access. However, the absence of comprehensive and coherent rural roads policy and strategic direction leads to ad-hoc planning and decision making, resulting in wasted, poor and underperforming investments. This paper discusses the process of the implementation of rural road Policy and strategic plan. It highlights the process of identification of main issues for improving rural road by low volume roads. This rural road development strategy was jointly prepared by the department of rural road development under the Ministry of Construction. The strategy responds to the lack of all-season rural roads in Northern Shan state, Myanmar that is affecting rural people’s access to health services, education, employment opportunities, markets, and other services and facilities, limiting their development and that of the country as a whole. This strategy describes how the rural road department aims to improve rural access through the provision of all-season rural road access by 2030, as a key approach to developing rural areas and addressing rural poverty and inequalities in the country. It serves to guide investments in the rural road sector over the coming 15 years, ensuring that these investments contribute in an optimal manner to addressing the problems of limited access, providing as many rural people as possible with all-season access by 2030 and supporting the achievement of the 2030 Sustainable Development Goals. |
