AbstractThe study objective is to explore the potential of venture capital for sustainable economic growth in the Philippines. The sub-objectives are to identify constraints and opportunities for venture capital in the Philippines. Several frameworks are applied to identify constraints to sustainable economic growth and to identify environmental factors necessary for a venture capital industry emergence. The study finds that Philippine economic growth is constrained by weaknesses in public finance, infrastructure, governance, and institutions. Ongoing reforms to address these constraints have improved the country's economic performance in recent years, making the Philippines one of the strong performers in Asia today. However, the study finds that the current economic growth path of the Philippines is not sustainable because social welfare is not keeping pace with economic growth. Developing a venture capital industry in the Philippines could generate new engines of economic growth and increase social welfare through job creation. However, brain drain is a constraint to developing a venture capital industry and undermines the country's economic competitiveness. The brain drain is a consequence of exporting the country's skilled workers to address high domestic unemployment and to earn foreign exchange required to support the economy. The challenge for national leaders is to develop a visionary policy that integrates this untapped migrant human capital with the country's development by removing constraints that severely limit opportunities for job creation at home.
