Abstract | This research tries to explore the roles played by the INGOs in Vietnam in the poverty alleviation process of the country, and takes microfinance as a case for deep analysis. It has been found out that INGOs play both the advocacy roles and operational roles. Advocacy roles are demonstrated in their active participation in the poverty alleviation advocacy coalitions where they played the roles of researchers, informants, coordinators and advocates, trying to influence the policy of the government. Operational roles are manifested in their various projects in different localities where they played the roles of pioneers, trainers, supervisors and evaluators, etc. Although the scale of these projects is small, they have been effectively contributed to poverty alleviation in the country. The study also finds that there has been good cooperation between the Government of Vietnam and the INGOs in poverty alleviation, both at the central and local or project levels thanks to their sharing of common values. However, problems and challenges exist due to the differences within the poverty alleviation coalitions in terms of secondary aspects such as the instruments and resource constraints. The study concludes by trying to provide some recommendations to deal with these problems and challenges |
