| Abstract | The research study focuses to analyse existing quality management practice of higher education system in Vietnam and the applicability of TQM in order to improve quality of higher education institutions. The study first reviews the practice of TQM in higher education given its unique mission and organizational structure in terms of historical background, driving forces, institutional change, challenges and TQM model for higher education. Quality management practice in Vietnam's higher education and how far TQM has been applied are-discussed at system level and institutional level. At institutional level, case study approach is used to study Foreign Trade University, the leading public school and Thang Long University, a people founded university with the best reputation in Vietnam. Existing quality management culture of the two schools are described regarding faculty's and students' perception on effectiveness of and the use of instruments for quality assessment. and their quality management processes. The study concludes that TQM is a feasible solution for sustainable quality improvement of higher education institutions in Vietnam. And, there are significant differences in quality management culture of public and people-founded universities, the two most important systems of higher education in Vietnam. From qualitative analysis, the hypothesis "Peoplefounded universities will have more advances in moving towards TQM than public universities as a result of differences in their existing quality management culture" is also confirmed. Based on findings of the study, recommendations at macro level to enhance quality of higher education system in Vietnam and at micro level for a successful introduction of TQM to Foreign Trade public university and Thang Long people-founded university given their existing quality management culture are provided |
