Abstract | Governments around the world are embracing electronic government. E-government is considered as an effective tool for Public Administrion Reform (PAR). There are not many researches on the influences of PAR to development of egovernment in Vietnam and vice versa. The purpose of this study is to identify the key success factors and obstacles in implementing e-government at the national level and in Hochiminh City. A conceptual framework will be developed that helps to speed up the implementation of e-government in Vietnam as well as in Hochiminh City |
